Urban Tactical Planner (UTP)

The Urban Tactical Planner™ (UTP) is an operational planning tool intended to support Military Operations on Urban Terrain (MOUT).  The UTP began as an effort by the U.S. Army’s Topographic Engineering Center to generate an operational product for the urban environment in support of the warfighter; a product that would integrate all available data rapidly and effectively.

The UTP provides an overview of the urban terrain in the form of maps, imagery, elevation data, perspective views, hand-held photography, video clips, scanned building plans, tables and text.  It is designed to be tasked, produced, and delivered on short crisis timelines to meet contingency requirements.
